Rochester woman charged after road rage incident

A 40-year-old Rochester woman was arrested after a road rage incident June 9 that ended in Hampton.
Elsa Linda Cabana, 40, Rochester, was charged June 11 with 5th degree felony possession of a controlled substance, 3rd degree driving while impaired (refusal/blood or urine test), obstructing legal process reckless driving (disregard risk of harm).
According to the complaint, officers responded to a road rage incident in the county at 3:55 p.m. June 9 in which vehicles in a hit and run incident proceeded to chase each other. A black Volkswagen sedan with Iowa license plates was driving erratically and allegedly trying to run into another vehicle while driving at high speed and passing traffic on the shoulder. The vehicle finally stopped in Hampton.
“The driver got out of her car and was reportedly acting aggressive toward traffic by physically hitting or throwing things at other motorists. Dispatch also advised that the female was possibly trying to car jack, was shopping cars, hitting cars and attempting to hit motorists,” the complaint states.
A passenger in the vehicle left the scene in another vehicle. The driver, identified as Cabana, was seen in the middle of the freeway by officers from several agencies. Cabana allegedly locked herself in her car then, and officers boxed in the vehicle and approached. Cabana allegedly had a knife in her pocket. She refused to exit, and Minnesota State Patrol troopers broke the window to take her into custody.
A small baggie of white powdery substance was found on Cabana while she was searched. It tested positive as methamphetamine, .5 grams.
She was taken into custody and brought to the Dakota County Jail where she continued to be uncooperative and refused the blood test.
Cabana is being held in the Dakota County Jail on $500 bail/bond with conditions or $10,000 bail/bond with conditions. A hearing has been scheduled in Dakota County Court July 11 at 1:30 p.m.
